If your device is not behaving normally, it is possible that the device is in 'Talkback' mode.
This is a feature designed for the visually impaired, which uses mainly audible communication to let you know what is on your screen.
It allows you to use touch or other input with your device to receive feedback as to what is currently on the display of your device.
If Talkback mode has been activated, it may seem as though your device is not behaving normally.
Often if your device is in TalkBack mode, there will be a green or blue box around items that you select, as shown in the image below:
If you are in the setup stage with your device, you can deactivate TalkBack Mode by first clicking the circular icon in the bottom left, and then clicking 'Narrator':
